Housing plan for 2022-2025: assistance in increasing the number of public apartments in Spain

The new Public Housing Plan for 2022-2025 outlines medium- and long-term goals to increase the number of public housing units, especially for social and affordable hiring. Let's look at the main theses of support programs and find out who will be able to take advantage of subsidies.

Boletín Oficial del Estado (BOE) published Royal Decree 42/2022 of January 18, which regulates the Public Plan for Housing Affordability for 2022-2025. After making changes to the Housing Plan for 2018-2021, the programs were reoriented to the rental market (as opposed to real estate ownership), as well as to increase the public housing stock.

Program to increase the public housing stock

This program is aimed at increasing the number of public housing stock offers and establishing assistance in purchasing up to 60% of housing by state administrations, their subsidiaries or subordinate organizations up to 60% of the cost. This applies to housing, which will directly replenish the state housing fund.

The program to promote the construction of housing for the elderly or people with disabilities

Organizations in this category will be able to receive up to EUR 700 per m2, but no more than 50% of the costs or EUR 50,000 euros for each property. The rent cannot exceed EUR 10 per m2 and will be calculated for at least 20 years for the elderly or disabled with an income less than five times the minimum wage.

The program for the provision of housing owned by SAREB and state organizations for rent for social purposes

In addition, the Housing Plan includes a program to provide about 15,000 SAREB apartments for social and affordable rent.

The program to promote temporary housing, colivings, housing for different generations and similar forms

In addition to the preference for the model of cohabitation and other new forms in which public spaces receive a larger area than private spaces. They can get up to EUR 420 per m2, but no more than 50% of the cost and up to EUR 50,000 for housing, which will be rented at a price of no more than EUR 8 per m2 to people with an income of less than five times the minimum wage.

Assistance to autonomous communities and local councils in providing free housing for rent as affordable or social

The subsidy is issued so that any private organization can provide housing to autonomous regions and local councils as an affordable or social rental. The facilities will be provided for a period of at least 7 years with the condition that the regions and local councils will rent them out at a price of no more than EUR 400 per month to people with an income not exceeding five times the minimum wage.
