El Viso, the luxury area of Madrid where Luis Medina takes refuge

The name of Luis Medina (Abascal) became widely known only a week ago. This happened after a Spanish court accepted a complaint filed by the Anti-Corruption Prosecutor's Office against the son of Nati Abascal, Duchess of Feria, as well as businessman Alberto Luceño, about overcharging when purchasing masks.

The masks were purchased for the Madrid City Council in March 2020, at the very beginning of the pandemic.

According to the Prosecutor's Office, both businessmen used "their friendship with a relative" of Mayor José Luis Martínez-Almeida — lawyer Carlos Martínez Almeida — to profit from signing several contracts, the commission for which amounted to 6 million euros.

Thanks to Carlos Martinez-Almeida, the cousin of Jose Luis, Medina earned 1 million euros, and Luceno took the remaining 5 million euros. Now, they are both charged with aggravated fraud, forgery of documents, and money laundering.

The same court decided to impose a preventive arrest on all assets and funds of Medina. It was no surprise that the Spanish aristocrat had only 247.26 euros in his bank accounts. Obviously, this amount would not cover a hypothetical sentence for the commercialization of drug supplies to the Madrid City Council.

Now the judge who approved the arrest asks the Anti-Corruption Service and the prosecution to propose new measures to "ensure the civil obligations" of Medina before the law.

Medina lives barricaded in his house in the luxurious El Viso neighborhood. Meanwhile, a hundred journalists are waiting for him near the house to capture the image of the disgraced businessman.

Luis Medina allegedly spent a million euros on the Eagle 44 yacht, which he dubbed "Feria". The vessel with a length of more than 13 meters was registered in the Gibraltar yacht registry in the name of a local company.

According to Anticorrupción, "the partners and real owners of the company are brothers XXX and Luis Ramón Medina Abascal." However, it is known that Luis has only one brother: Rafael Medina Abascal, the current Duke of Feria.

El Viso belongs to the Chamartín district, located in the north of the capital. It is considered a Madrid oasis. Away from the typical city noise, the residents of El Viso live in almost "deathly silence", at least by the standards of the metropolis. This silence is interrupted only when “Real Madrid” holds its matches at the Santiago Bernabéu or during events of the San Silvestre Vallecana marathon.

The El Viso quarter has a rectangular shape. It is bounded by Concha Espina Avenue and Santiago Bernabéu Street from the north and María de Molina Street from the south. In the east, the district reaches the Príncipe de Vergara Street, and in the west — Castellana Street. The main artery of El Viso is Calle Serrano, well-known for its luxury shops and restaurants. However, there are almost no shops in the area outside of Calle Serrano.

According to the latest data, about 17,000 people live in El Viso. The area is famous for the private schools Estilo, Santa María del Valle, and La Salle Maravillas. The Embassies of Mali, Morocco, and Kenya are located here.

The image of a local resident is extremely expressive. The average annual net income per capita here is about 45,000 euros. This is the highest figure in Spain, which is ahead of other elite Madrid districts of Recoletos (about 43,500 euros) and Piovera (about 40,500 euros).

The difference with El Higuerón (Córdoba), which is at the opposite end of this list, is huge. The net annual income is only 8,078 euros per capita. Also for comparison, in Baskonia, Getxo and Bilbao are the cities with the highest average net income — about 19,800 and 15,700 euros, respectively.

Most housing, which is being built on 17,000 square meters of El Viso, has unique features, and we are talking about houses, not apartments. There are no apartments in this district. Real estate in the area ia villas-chalets and duplexes. Their price on the real estate market is about 10 million euros.

A square meter of residential real estate in El Viso costs about 10,000 euros, according to the portal pisos.com. In some cases, it can reach 15,000 euros.
